For high school and college students the responsibility mainly falls on the students to learn what needs to be learned. Teachers have a part in providing the information to the students, and giving them in-class practice, however, the students need to spend the time out of classroom making sure they fully understand the concepts. In college, I don't think parents have any responsibility for their children learning. At college age, students are adults and they either want to learn or they don't. If students don't want to be successful at their college courses, then they won't be, and the parents and teachers can't do anything about it.

Responsibility for Student Learning
I think responsibility for student learning depends on the age of the student. For elementary students and even middle school students, I think the parents and the teachers are predominantly responsible. At this age, the teachers are responsible for teaching children at the appropriate level, and should do in-class activities to help the students learn. Parents should also be actively involved in making sure their children do their homework, and they are understanding everything they need to understand. At this age, most children want to learn and it is up to the parents and teachers to give them the appropriate resources to do so.
